The Command Center is the building in the center of an Outpost. Upgrading an outpost is highly recommend as it grants more armies to be sent out at once, more commanders, more allied armies to be stationed, a larger max army size to send out, more morale, and the ability to upgrade buildings to one level higher than your command center.
